FAA furloughs start, so do airport delays

Commercial airline flights started backing up and delayed some travelers Monday, a day after air traffic controllers started going on furlough because of government spending cuts.

Information from the FAA and others showed that flying Sunday was largely uneventful, with most flights on time. There were delays in parts of Florida, but those were caused by thunderstorms.

Mark Duell at the flight tracking website FlightAware said that John F. Kennedy and LaGuardia airports in New York indicated delays due to lower staffing starting late Sunday evening. The FAA website said that flights from Philadelphia and Orlando, Fla., into John F. Kennedy, LaGuardia and Westchester County airports were delayed due to staffing issues.

The trade group Airlines for America, which represents the airlines and had predicted a big traffic snarl, said Sunday evening that it was "not seeing a significant impact at this point." A spokeswoman said the group would continue to monitor the situation, and urged flyers to stay in contact with their airlines.

Delays were also affecting travelers in Los Angeles. The FAA said late Sunday night that staffing cuts were causing delays averaging more than three hours for flights arriving at Los Angeles International Airport. The agency did not say how many flights were affected.

Airport spokesman Marshall Lowe said about 70 flights had delays of about an hour or more Sunday, but he could not say what role the staffing cuts played in the delays.

The FAA said that "relatively good weather" and light traffic, which is typical of Sundays, helped keep delays in check. The agency said it would be working with airlines "to minimize the delay impacts of lower staffing" as the busy summer travel season approaches.

Government budget cuts that kicked in last month are forcing the FAA and other agencies to cut their spending. FAA officials have said they have no choice but to furlough all 47,000 agency employees, including nearly 15,000 controllers. Each employee will lose one day of work every other week. The FAA has said that planes will have to take off and land less frequently, so as not to overload the remaining controllers on duty.

Airline trade groups and the country's biggest pilots union sued the FAA on Friday to try to stop the furloughs. They predicted that the furloughs would delay or cancel flights for as many as one out of every three airline passengers across the country. Airlines have also directed their customers to tell the FAA to find other ways to cut costs.

UFC on Fox 7 was one of the best cards of the year. Of the 12 fights on the card, eight ended with a knockout or technical knockout. This made the decision for Knockout of the Night bonuses even more difficult for the UFC.

Since there were no submissions, they gave out two $50,000 knockout bonuses. One went Josh Thomson, who delivered the first knockout against Nate Diaz. It was Thomson's first fight in the UFC since 2004. He fought in Strikeforce for several years, and returned to the promotion after the parent company who owns the UFC bought and then folded Strikeforce.

The other $50,000 bonus went to Yoel Romero, who was making his UFC debut after fights in Strikeforce and a long career as an Olympic-level wrestler. In the first fight on the card, Romero knocked out Clifford Starks with a flying knee.

Fight of the Night bonuses of $50,000 each went to Matt Brown and Jordan Mein. Though their fight lasted just six minutes, every second of the bout was memorable. Brown started strong as he aggressively put Mein on his heels, but Mein appeared to wobble Brown with body shots. One minute into the second round, Brown notched the TKO win.

President: Mali will be ready for July vote

BAMAKO, Mali (AP) ? Mali's interim president on Friday sought to reassure international partners that the country fighting a war against radical Islamic fighters will be ready to hold democratic elections by July as promised.

President Dioncounda Traore made the comments before a meeting in the capital that included representatives from the United Nations, the European Union, the African Union, and the West African regional bloc known as ECOWAS.

"We know that with the support of all the friends of Mali we can hold elections by this deadline," Traore said the beginning of a meeting in Mali's capital. "Mali is almost free, though it still needs to be secured."

Presidential elections are tentatively scheduled for July 7, while legislative elections are to take place July 21.

Critics, though, have questioned how Mali will be able to hold such a vote given the fact that hundreds of thousands have been displaced by the political turmoil that began in March 2012 after a coup deposed the democratically elected president.

At least 282,000 Malians remain displaced within the country, while more than 175,000 others have sought refuge in the neighboring countries of Mauritania, Niger and Burkina Faso, according to U.N. figures.

Radical Islamic fighters linked to al-Qaida took over much of northern Mali, and many residents fled to escape their strict interpretation of Islamic law known as Shariah that meted out punishments including public executions, whippings and amputations.

Security also remains a key concern ahead of elections, especially in the northern cities of Gao, Kidal and Timbuktu, where remnants of the terror groups have staged suicide bombings in the months since they were ousted from power by the French-led military operation that began in January.

The meeting in Mali's capital also is aimed at how to best secure these cities ahead of July. France has said it intends to have only about 1,000 soldiers in the country by yearend from a deployment peak of about 4,000. About 6,000 troops from African countries are presently in Mali, though Chad says it is pulling its 2,000 soldiers.

Tests by UCLA, Stanford arrive well ahead of a title talk for Oregon baseball

Oregon is in a virtual tie for the Pac-12 lead as the Ducks begin the second half of their conference schedule tonight with a game against UCLA at PK Park, and yet, what?s that really worth?

?We?re in position,? UO coach George Horton said of making a run at the conference title. ?We all know very well how things can change drastically in a weekend.

?You better be ready to play each and every week.?

Horton compared the situation for 10th-ranked Oregon (28-8, 12-3 Pac-12) with a runner setting the pace at the midpoint of a marathon, or a NASCAR driver leading laps long before the final one.

?The finish line is so far out in front of us,? Horton added. ?We?ve got a lot of work to do.?

The next two weekends figure to be crucial to Oregon?s title hopes as the Ducks host No. 13 UCLA (23-10) and then Stanford (20-11) in a pair of three-game series at PK Park.

Both the Bruins and Cardinal are 7-5 in the Pac-12 and tied for third place, so it will be imperative for each to avoid losing ground in their pursuit of first place.

?We?ll see at the end of the next two series if we?re still contenders,? Horton said, adding that if the Ducks are, ?that will be a good accomplishment.?

The Ducks have had some already, most recently three wins at California for the first road sweep by Oregon against a conference opponent since the sport was brought back in 2009.

?An important milestone for our program,? Horton noted.

Also behind the Ducks are series against fellow contenders Arizona and Arizona State (both 8-7). But Oregon State, at 10-2 in the Pac-12 and percentage points ahead of the Ducks, also has the Wildcats and Sun Devils in the rearview mirror.

And the Beavers have much the easier task with the upcoming schedule, with a series this weekend at cellar-dwelling Washington followed by consecutive series at home against two second-division foes, USC and California.

Meanwhile, the Ducks will try to keep pace, and they have built confidence with their current six-game winning streak.

?I think our confidence is starting to build up slowly but surely,? UO cleanup hitter Ryon Healy said.

?There are portions of our game that are there a lot of the time and starting to click more consistently, and that?s why the wins are starting to stack up.?

The Ducks are also back home after the past eight games on the road. Horton said he ?challenged? his players before that stretch began, stressing the importance of a strong start to April. The Ducks dropped the first two games of those eight on the road but haven?t lost since.

?We?ve been doing it against really good teams,? Horton said. ?Our guys ... believe we?re going to win. We have some opponents coming in who think the same way, so it will be the ultimate challenge.?

The Bruins have won four of their past five games, all against nonleague opponents. The weekend series at PK Park is probably make-or-break time for UCLA?s aspirations to win or share its third consecutive Pac-12 title, and the Bruins certainly look like a matchup of comparable strengths with the Ducks.

The UCLA pitchers, led by tonight?s scheduled starter Adam Plutko (4-2, 2.62 earned run average) are 14th in the nation in earned run average at 2.63, with the Ducks close behind at 2.99.

Defensively, Oregon leads the nation in fielding percentage at .988, and the Bruins are seventh at .980.

Neither team is in the top half of the Pac-12 in batting average and most offensive statistics, so runs figure to be at a premium.

And nobody wants to be trailing late in these games: UCLA is 18-0 when leading after seven innings, and the Ducks are 23-0 when leading going to the eighth inning. Strong relief staffs for both teams are anchored by two of the nation?s best closers, David Berg (4-0, 0.92 with eight saves) for the Bruins and Jimmie Sherfy (2-0, 1.07, 12 saves) for the Ducks.

?Berg and Sherfy are as good as it gets,? Horton said. ?We both feel good about the end of the game.?

Hylton blow for Shots

Danny Hylton is unlikely to return for the visit of Dagenham as Aldershot look to keep their survival hopes alive.

The 12-goal striker was back in training a couple of weeks ago having been missing since the start of March with a knee problem but the injury has not responded as had been hoped and a couple of minor setbacks have delayed his return to match action.

Shots boss Andy Scott still hopes Hylton may have a part to play over the last two games of the campaign but a comeback is looking increasingly doubtful.

Midfielder Adam Mekki made his return from a groin injury as a second-half substitute in Tuesday night's disappointing 2-0 home defeat to Southend, while fit-again defender Troy Brown made his first start since February after a knee injury.

Scott is not expected to have any new injury or suspension problems but remains without long-term absentee Aaron Morris (cruciate ligament damage).

The Shots, bottom of League Two and four points from safety, realistically must win both of their final two games of the season to have a chance of avoiding relegation out of the Football League.

Goalkeeper Chris Lewington faces another fitness test ahead of Dagenham's trip.

Lewington failed to prove he had fully recovered from his back injury ahead of last weekend's 1-0 home defeat to Oxford, duly forcing him to miss a fourth match in succession.

And he will again be assessed prior to the encounter at the EBB Stadium, with Jordan Seabright expected to retain his place between the posts if Lewington fails to make it.

Interim boss Wayne Burnett, who has no new injury or suspension problems, remains without strikers Sam Williams (knee) and Josh Scott, who has picked up a neck problem having recovered from his hip complaint.

The Daggers, with just one win in seven, sit just three points above the drop zone with two matches remaining, although their fate is in their own hands as they come up against Aldershot before a final-day clash at home to 21st-placed York.

Boston Marathon's tales of the wounded

The twin bombs at the Boston Marathon killed Lu Lingzi, a 23-year-old Boston University student from China; 8-year-old spectator Martin Richard; and 29-year-old spectator Krystle Campbell. But it also injured more than 170 people: runners, couples, spectators, children. Some are in grave condition; some lost limbs or senses; all their lives will be forever touched by the bombings. Here are some of their stories.

CELESTE AND SYDNEY CORCORAN: HOLDING HANDS

Celeste Corcoran is a hairstylist on upscale Newbury Street, not far from the site of the bombing. Her daughter, Sydney, 17, is a senior at Lowell High School.

Celeste lost both legs below the knee and Sydney has severe injuries as well, cousin Alyssa Carter said in a fundraising page set up at GoFundMe.com. The page had raised more than $277,000 by Thursday morning.

Family members said Celeste was being incredibly positive. Her sister, Carmen Acabbo, told WJAR-TV that Celeste joked she "would be a hairstylist on wheels now."

Sydney has been through tough times before. She was hit by a car while crossing a street less than two years ago and fought to recover from a fractured skull, the Lowell Sun reported.

Nurses at Boston Medical Center were ultimately able to get the mother and daughter into the same hospital room.

"Their beds are pushed together," Carter wrote, "so they can hold hands."

AARON HERN: A TOUGH COOKIE

Eleven-year-old Aaron Hern was there with his father, Alan, and little sister, Abby, to cheer on his mother, Katherine, in her first Boston Marathon when the bomb went off. After initially becoming separated, Alan found his son lying injured on the ground with leg wounds.

"He was conscious. He talked to me and said, 'My leg really hurts, Daddy,' but he was being pretty brave," Alan Hern told KGO-TV.

The family is from Martinez, Calif., and Alan Hern is the Alhambra High School varsity football coach, KGO reported.

Aaron remained in critical condition at Boston Children's Hospital on Wednesday and underwent three to four hours of surgery on his leg, the hospital said.

His mother said in a note posted online by Kiwanis Club of Martinez that Aaron was trying harder and harder to communicate through a touchpad. She said it was stressful because he was starting to remember everything and getting upset.

The mother of Aaron's best friend, Katherine Chapman, told The San Francisco Chronicle that Aaron was an outgoing and fun-loving kid.

"A tough cookie, an athlete and a scholar. He gets good grades and participates in every sport and is good at everything he does. He's one of those kids that everybody loves," she said.

His 12th birthday is May 1.

PATRICK AND JESSICA DOWNES: NEWLYWEDS

Patrick and Jessica Downes married in August. According to an email sent to friends, Patrick had surgery Wednesday and is out of intensive care, while Jessica was in surgery. Both lost their left leg below the knee, and Jessica was in danger of losing her remaining foot.

Friends who set up a page at GiveForward.com to raise money for the couple's expenses said they first started dating in 2006.

Patrick graduated from Boston College and was so well-behaved in high school that he was nicknamed "Jesus." They described him as the "ultimate Boston boy."

"He has that accent that makes it impossible to tell if he's saying 'parking' or 'packing,' he's no more than two degrees of separation from Whitey Bulger (or so he claims), and he cried his eyes out when the Sox finally won the World Series," the site said.

Jessica, described as a sassy California girl, is a nurse at Massachusetts General Hospital.

"She has the spirit of a lion," the site said.

A spokesman for GiveForward.com said the page got so many hits Wednesday that it crashed.

JARROD CLOWERY: 'GET INTO THE STREET'

Jarrod Clowery and his friends were cheering on spectators when he heard the first explosion.

"I got this feeling that we need to get into the street," Clowery said.

Clowery, 35, a carpenter, hopped over one of the metal barricades that separates spectators on the sidewalk from runners on the course when the second blast went off behind him.

"Because I was elevated on the railing, I think I avoided major, major injury," Clowery said, adding that his friends were injured much more severely.

Clowery said his hearing was diminished by about 85 percent. He has shrapnel embedded in the back of his leg and suffered flash burns.

"The Lord was watching over me, somebody was watching over me," Clowery said. "And I feel very blessed."

JOHN ODOM: CHEERING HIS DAUGHTER

John Odom's daughter, Nicole Reis, was running the marathon as a member of the New England Patriots Charitable Foundation Marathon team, and he was there to support her. Her husband, Matt Reis, is the goalie for Major League Soccer's New England Revolution.

Odom was around 10 feet away from the first bomb when it went off, Matt Reis told reporters at Gillette Stadium in Foxborough on Wednesday, where he visited to thank teammates for their support. Odom remained in critical condition and had undergone three surgeries in about 40 hours, he said.

"He hasn't really stabilized yet, and we're still hoping," he said. "He is progressing a little bit, but we're talking about footsteps here and not very big strides."

HEATHER ABBOTT: BEST FRIEND TURNED, FOUND HER GONE

Heather Abbott, of Newport, R.I., was entering a bar with friends as the bomb went off. Her best friend, Jason Geremia, told WJAR-TV that everyone ran out the back. Once he got there, he realized Abbott wasn't with him. He turned to go back when he saw a bouncer carrying her down the stairs.

"I said, 'Give her to me. Give her to me.' And he was like, 'Do you know her?' I said, 'Yes, yes. That's my best friend.' I said, 'Give her to me.' He said, 'No, no, no. Look at her leg.' It was very tough to see that."

Her leg was severely injured. Another friend took off his belt, and they used it as a tourniquet.

Geremia spent much of Monday and Tuesday at the hospital, along with Abbott's parents, who are from Lincoln, R.I.

"It's very, very hard to see her," Geremia said.

THE WHITE FAMILY: FRIENDS COME TOGETHER TO HELP PAY FAMILY'S MEDICAL BILLS

Kevin White says the toughest part of being injured in the Boston Marathon bombing was not being able to find his parents.

White, 35, who lives in Boston and Chicago, suffered shrapnel injuries. His mother, Mary Jo, broke several bones, and his father, Bill, had his right foot amputated. They had just left a restaurant when the bomb exploded about 10 feet away.

White, who was released from Boston Medical Center on Wednesday, says he's looking forward to reuniting with his parents, who were sent to another hospital.

Some close family friends have an online fundraising drive to help the White family pay some of the hefty medical bills they are expected to confront during the months.

The initiative had generated more than $18,400 by late Wednesday, reaching in two days nearly its original goal of raising $20,000 in a month.

White said his family is very grateful but urged well-wishers to also donate to The One Fund Boston, the charity established to help all families affected by the bombings.

Slow walking speed linked with premature death in kidney disease patients

Apr. 18, 2013 ? Kidney disease patients who have slower walking speed on physical performance tests seem to be more burdened by their disease than patients who perform well on lower extremity physical performance tests, according to a study appearing in an upcoming issue of the Journal of the American Society of Nephrology (JASN). The findings indicate that measuring lower extremity physical performance may capture a complex set of skeletal muscle and neurologic impairments that develop in CKD patients and substantially affect their survival.

Individuals with chronic kidney disease (CKD) have increased risks of becoming frail or disabled -- somewhat like the elderly -- and of dying from heart-related problems. Physical performance tests are often used to assess frailty and overall health in the elderly, but little is known about whether physical performance might be used to identify younger CKD patients at high risk of dying prematurely.

To study the issue, Baback Roshanravan, MD MS (Kidney Research Institute, Division of Nephrology at the University of Washington) and his colleagues followed 385 patients with CKD without a history of stroke or disability and with an average age of 61 years. The researchers compared handgrip strength, usual walking speed, six-minute walking distance, and timed up and go (the time that a person takes to rise from a chair, walk four meters, turn around, walk back to the chair, and sit down).

Among the major findings during the average three-year follow-up period: ? Measures of lower extremity performance were at least 30% lower than predicted, but handgrip strength was relatively preserved. ? Each 0.1-meter per second slower walking speed was linked with a 26% higher risk for death over an average three-year follow-up period, and each one-second longer timed up and go was linked with an 8% higher risk for death. ? Walking speed and timed up and go more strongly predicted three-year mortality than kidney function or common blood tests. ? Adding walking speed to common laboratory tests of kidney function significantly improved the prediction of three-year mortality.

The results indicate that impaired physical performance of the lower extremities is common in CKD and is strongly linked with premature death. "Our findings suggest that lower extremity physical performance testing in chronic kidney disease patients may help identify those individuals who are more burdened by their chronic kidney disease," said Dr. Roshanravan.

"Further studies will be necessary to examine the causal factors that are responsible for these findings," wrote Joel Kopple, MD (UCLA and the Los Angeles Biomedical Research Institute) in an accompanying editorial. "Given the current high interest in the problem of frailty in CKD patients, it can be anticipated that much new information," he added.

Microsoft offers security enhancement for sign-ins

(AP) ? Microsoft is offering enhanced security for email, storage and other services.

People who turn on the new feature will be asked not just for a username and password, but also a second piece of information, such as a temporary code sent as a text message to a phone on file. Users can have their devices remember the second code, so they're not asked for it again and again.

Google Inc. and Facebook Inc. already allow two-step verification as an option.

The security enhancements work with all Microsoft accounts, such as email addresses ending in Hotmail.com, MSN.com and Outlook.com. Those accounts unlock a range of Microsoft Corp. products, including email, Skype, SkyDrive storage, Xbox gaming, Office software subscriptions and Windows 8 machines.

Raising tobacco prices is one of the most effective means of reducing tobacco use, particularly among price-sensitive smokers such as young people and people with low incomes. But when the UK government has been raising cigarette taxes to increase prices and deter smoking, tobacco companies have been absorbing the tax increases on their ultra-low-price (ULP) brands to keep their prices low. As a result, real ULP cigarette prices have remained virtually unchanged since 2006 and their market share has doubled, suggesting that as cigarette taxes rise, many smokers downtrade to cheaper cigarettes and carry on smoking.

Transnational tobacco companies categorise cigarette brands into four price segments: premium, mid-price, economy, and ultra-low-price (ULP). A research report published online today in the journal Addiction reveals that while the real weighted average price of premium, mid-price and economy brands has increased gradually between 2001 and 2009, the real price of ULP cigarettes has barely changed since 2006, greatly reducing the effectiveness of cigarette taxes to deter smoking.

Tobacco companies have achieved this by overshifting taxes on their higher priced brands (increasing cigarette prices on top of the tax increases) and undershifting taxes on their ULP brands (absorbing tax increases so they are not passed on to the consumer) to keep the prices of their cheapest brands low. The former enables tobacco companies to increase their profits while the latter helps keep smokers in the market.

Unsurprisingly, the market share held by price-static ULP cigarettes doubled between 2006 and 2009, while the market share of the other three categories has fallen. But the rising prices of the more expensive brands means that, even with a falling market share, revenue from premium and mid-price brands has increased steadily since 2001.

Says lead author Anna Gilmore, Professor of Public Health & Health Foundation Clinician Scientist in the University of Bath's Department for Health and the UK Centre for Tobacco Control Studies, "Tobacco companies use their price changes to win two ways in the UK: when tobacco taxes increase each year, the tobacco companies hide their price increases on more expensive cigarettes behind the tax increases, making large profits from smokers who aren't bothered by price increases. Simultaneously, they cut the prices of their cheapest cigarettes so that smokers who would be deterred by price hikes continue to smoke. Tobacco company revenues increase and fewer smokers quit. To increase the effectiveness of cigarette taxes, the UK government must find ways to narrow the price gap between the cheapest and most expensive cigarettes and prevent tobacco companies from discounting their cheapest brands."

Top general says U.S. to assess Afghan troops level after summer

WASHINGTON (Reuters) - The U.S. commander of international forces in Afghanistan said on Tuesday he will make a recommendation of how many American troops should remain in Afghanistan after he sees how well Afghan security handles the summer fighting season.

"We need to see how the Afghans do in their first summer in the lead, and make an assessment in November 2013," Marine Corps General Joseph Dunford told a Senate Armed Services Committee hearing.

He said other variables such as the state of the enemy and Afghanistan's political transition would also inform his decision.

Dunford stressed repeatedly that the United States could not make a troop commitment until it had signed a bilateral security agreement with the Afghan government. Washington and Kabul have been negotiating such a pact, which would address the relationship of the two countries for years to come.

Lawmakers have been pressing U.S. commanders to release recommendations for how many troops should remain in Afghanistan after 2014, when President Barack Obama has pledged to withdraw most U.S. forces.

The decision is a delicate one. Obama wants to put an end to the conflict launched after the September 11, 2001, attacks, but also to ensure enough troops stay behind to train and support Afghan forces and carry out counterterrorism operations against al Qaeda and its allies.

Senator John McCain said the refusal to announce a troop commitment made the U.S. mission in Afghanistan more difficult.

"One of the reasons we're having so much difficulty in some areas is because the Afghans don't know what our commitment is," he said, sharply.

"I can't tell you how disappointed I am in your testimony, general," the Arizona Republican said.

General James Mattis, who leads the U.S. military's Central Command, said last month that he has recommended keeping 13,600 American troops in Afghanistan after 2013.

Dunford told reporters after the hearing that he would not comment on that figure.

CHP: Bus at 'unsafe' speed before Yosemite wreck

SAN FRANCISCO (AP) ? A tour bus carrying visitors from Yosemite National Park was traveling at an unsafe speed when the driver lost control and crashed on a mountain road, leaving 16 people injured, the California Highway Patrol said Sunday.

The bus was about six miles outside of the south entrance of the park when it went off Highway 41, a winding mountain road when it crashed about 6 p.m. Saturday. It came to a stop when it hit a tree, CHP Officer Scott Jobinger said.

Fifteen passengers and a tour guide suffered minor to moderate injuries.

"At this point the cause was the bus was traveling at unsafe speed and went off the road," Jobinger said. He said the accident remained under investigation to determine if other factors played a role.

CHP Sgt. Edward Greene told the Fresno Bee that the impact of the crash caused several passengers to be thrown to the driver's side of the bus, with the bus stopping when it hit the tree.

"If the tree wasn't there to stop the bus, it would have continued down the ravine," Greene said.

The 15 injured passengers, described as mostly elderly, and a tour guide were taken to local hospitals for treatment.

Four of the injured were treated at Community Regional Medical Center, and four were treated at Clovis Community Medical Center, said Jennifer Avila-Allen, a spokeswoman for the hospitals. All but one at Community Regional had been released, she said. The conditions of the others, taken to a different hospital, were not known.

The bus was towed to an impound yard where it will be inspected to see if any mechanical problems may have contributed to the crash, Jobinger said.

The bus driver, identified as Changefeng Liu, 49, of Fremont, Calif., was the only person on the bus who was not hurt. He has not been arrested, and alcohol is not believed to be a factor in the crash.

Investigators have not determined the exact speed of the bus at the time it went off the roadway, but the scenic highway has sharp curves where the speed limits drop to 35 miles per hour, Jobinger said.

The bus is operated by Seven Happiness Tour & Charter, a Burlingame, Calif.-based company that specializes in providing tours to the Chinese-American community, said Charles Wu, who works at the company and answered the phone at its headquarters Sunday. He said the owner would not be available to comment until Monday.

"Most of them (passengers) were Chinese people from the Bay Area," Wu said.

Wu said he had not talked to the bus driver since the crash and have few details about the incident, but said Liu had worked for the company for about six years.

Liu could not be reached for comment.

The tour bus company, which operates six motor coaches and six mini-buses or vans, has not had any crashes in the last 24 months, according to records with the Federal Motor Carrier Safety Administration.

Mental Health Research Funding Yielding Results - Fort Bragg Patch

WASHINGTON -- Research advances in mental health and care provided for soldiers is light years ahead of what it was during the beginning of the wars in Iraq and Afghanistan, the director of Army Medical Command told Congress.

Lt. Gen. Patricia D. Horoho, Army surgeon general, testified at a House Armed Services Military Personnel Subcommittee on Mental Health Research April 11.

She provided an illustration during her opening remarks:

On June 2, 2009, Staff Sgt. Paul Roberts was deployed to Afghanistan. During a combat patrol, his vehicle hit an improvised explosive device, resulting in the death of the driver, gunner and interpreter and complete destruction of the vehicle.

Roberts was the only survivor, but barely.

His injuries included third-degree burns over his wrist and legs, second-degree burns on his arms and face and traumatic brain injury.

"Due to years of medical research and investments made in combat trauma, psychological and physiological health, Roberts recovered from his physical and invisible wounds," she said, adding that he was medically retired and had successfully transitioned to civilian life.

From 2001 to 2006, funding for research in psychological health, including traumatic brain injury, or TBI, and suicide, totaled just $83 million, she said, thanking Congress for their financial support over the years.

Then things began to turn around "as the impact of invisible wounds became increasingly evident," she said.

Over the last several years, Congress significantly increased funding for research, she continued, providing $1.4 billion, which paid for some 900 important studies.

The result of TBI research findings "directly affected policy and changed the way military acute concussion evaluations are used and administered in the deployment environment, resulting in a 98 percent return-to-duty rate," she said.

Army medicine has been able to identify the unique biological effects of TBI, she continued. The service is now working on using that research to provide medics with the knowledge they need to administer simple tests to detect TBI, combat stress and post-traumatic stress disorder in remote theater areas.

Combat stress teams are now embedded in Afghanistan where they are most needed by Soldiers, she said, in reply to a lawmaker's question about the quality of care within combat zones.

These embedded behavioral health experts are "able to have a habitual relationship to the unit leaders and can talk to Soldiers in private after hours" if they are hesitant to do so near their fellow soldiers, she said.

These embedded teams have "demonstrated significant reductions in key behavioral health measures while knocking down access barriers and stigma," she added.

Besides the embedded health teams, she said chaplains provide another level of mental and spiritual health.

There's also been a huge increase in tele-behavioral health care, which is the use of information technology to provide distant medical care on the battlefield.

"There's been a 780 percent increase in tele-help over the last several years and there are now around 7,700 behavioral health appointments per day in theater," she said.

Another aspect of care is the "resiliency centers," where soldiers can go for seven to 14 days to relieve their stress, she said.

In closing, Horoho said "military medicine is at an important crossroad. We need to help soldiers deal with consequences of war long after the last Soldier departs Afghanistan.

"Our commitment to support wounded warriors and their families must never waiver. Programs of support must be sustained for the long road," she said.

BALI, Indonesia (AP) ? All 108 passengers and crew survived after a new Lion Air jet crashed into the ocean and snapped into two while attempting to land Saturday on the Indonesian resort island of Bali, injuring up to 45 people.

The injured were taken to several different hospitals for treatment, but there appeared to be no serious injuries, said airport spokesman Alfasyah, who like many Indonesians uses only one name. There were three foreigners on board ? two Singaporeans and a French national ? all of whom suffered slight injuries.

TV footage showed police and rescuers using rubber boats to evacuate the 101 passengers and seven crew members. The Boeing 737 could be seen sitting in the shallow water with a large crack in its fuselage.

Officials initially said the plane overshot the runway before hitting the water, but a spokesman for Lion Air, a low-cost carrier, said at a news conference that the plane crashed about 50 meters (164 feet) ahead of the runway. The weather was cloudy with rain at the time of the incident.

"It apparently failed to reach the runway and fell into the sea," said the spokesman, Edward Sirait.

He said the Boeing 737-800 Next Generation plane was received by the airline last month and was declared airworthy. The plane originated in Bandung, the capital of West Java province, and had landed in two other cities on Saturday prior to the crash.

"We are not in a capacity to announce the cause of the crash," Sirait said, adding that the National Safety Transportation Committee was investigating.

Those on board recalled being terrified as the plane slammed into the water Saturday afternoon.

"The aircraft was in landing position when suddenly I saw it getting closer to the sea, and finally it hit the water," Dewi, a passenger who sustained head wounds in the crash and uses one name, told The Associated Press.

"All of the passengers were screaming in panic in fear they would drown. I left behind my belongings and went to an emergency door," she said. "I got out of the plane and swam before rescuers jumped in to help me."

Rapidly expanding Lion Air is Indonesia's top discount carrier, holding about a 50 percent market share in the country, a sprawling archipelago of 240 million people that's seeing a boom in both economic growth and air travel. The airline has been involved in six accidents since 2002, four of them involving Boeing 737s and one resulting in 25 deaths, according to the Aviation Safety Network's website.

Lion Air is currently banned from flying to Europe due to broader safety lapses in the Indonesian airline industry that have long plagued the country. Last year, a Sukhoi Superjet-100 slammed into a volcano during a demonstration flight, killing all 45 people on board.

Indonesia is one of Asia's most rapidly expanding airline markets, but is struggling to provide qualified pilots, mechanics, air traffic controllers and updated airport technology to ensure safety.

Lion Air, which started flying in 2000, signed a $24 billion deal last month to buy 234 Airbus planes, the biggest order ever for the French aircraft maker. It also gave Boeing its largest-ever order when it finalized a deal for 230 planes last year. The planes will be delivered from 2014 to 2026.

Russia bans 18 Americans after similar US move

MOSCOW (AP) ? Russia on Saturday named 18 Americans banned from entering the country in response to Washington imposing sanctions on 18 Russians for alleged human rights violations.

The list released by the Foreign Ministry includes John Yoo, a former U.S. Justice Department official who wrote legal memos authorizing harsh interrogation techniques; David Addington, the chief of staff for former U.S. Vice President Dick Cheney; and two former commanders of the Guantanamo Bay detention center: retired Maj. Gen. Geoffrey Miller and Adm. Jeffrey Harbeson.

The move came a day after the United States announced its sanctions under the Magnitsky Law, named for Russian lawyer Sergei Magnitsky, who was arrested in 2008 for tax evasion after accusing Russian police officials of stealing $230 million in tax rebates. He died in prison the next year, allegedly after being beaten and denied medical treatment.

Neither Washington nor Moscow put high-ranking or politically prominent figures on their lists, perhaps aiming to limit the effect on U.S.-Russian relations that have deteriorated, despite President Barack Obama's initiative to "reset" relations with Moscow.

The Magnitsky law infuriated Russian authorities, and parliament quickly passed a retaliatory measure than banned Americans from adopting Russian children. Russia also has banned U.S. funding for any non-governmental organization deemed to be engaging in politics.

"I think that both sides showed a definite restraint because in Washington and in Moscow there were hotheads demanding to inflate the list to an unthinkable size," parliament member Vyacheslav Nikonov, who focuses on foreign affairs, was quoted as saying by the news agency Interfax.

The ITAR-Tass news agency quoted Deputy Foreign Minister Sergei Ryabkov as saying there also is a "closed part" of the list of banned Americans and that the United States knows of its existence. The U.S. law in turn allows the administration to compile a separate classified list of Russian officials subject to visa bans.

The public U.S. list includes Artem Kuznetsov and Pavel Karpov, two Russian Interior Ministry officers who put Magnitsky behind bars after he accused them of stealing $230 million from the state. Two tax officials the lawyer accused of approving the fraudulent tax refunds, and several other Interior Ministry officials accused of persecuting Magnitsky, also were on the list. Absent were senior officials from Russia's President Vladimir Putin's entourage whom some human rights advocates had hoped to see sanctioned.

Foreign Ministry spokesman Alexander Lukashevich said in a statement Saturday that the U.S. sanctions struck "a strong blow to bilateral relations and joint trust."

The U.S. Embassy in Moscow said it had no immediate comment.

Also on Russia's list are 14 Americans whom Russia says violated the rights of Russians abroad. It does not give specifics of the alleged violations, but includes several current or former federal prosecutors in the case of Viktor Bout, the Russian arms merchant sentenced in 2012 to 25 years in prison for selling weapons to a U.S.-designated foreign terrorist group. One FBI agent and four U.S. Drug Enforcement Administration agents also are on the list.

"It's important that the criteria on which the Russian list was composed differ fundamentally from the Americans'. On the Russian list, including the closed part, are people actually responsible for the legalization of torture and indefinite detention of prisoners in Guantanamo, for arrests and unjust sentences for our countrymen," Ryabkov was quoted as saying.
