Mysterious long-fingered frog is out of hiding

A long-fingered frog last seen in 1949 and feared extinct has come out of hiding in the forests of Burundi, a small country in eastern Africa, scientists reported this week.

Called the Bururi long-fingered frog (Cardioglossa cyaneospila), the amphibian is about 1.5 inches (3.8 centimeters) long, with a black and bluish-gray coloration. They knew the individual discovered was a male, because only the males of this species sport a " ring finger," one extra-long digit on each foot with spines running along it; scientists aren't sure what this lengthy digit is used for.

David Blackburn of the California Academy of Sciences and Eli Greenbaum of the University of Texas at El Paso spotted the elusive frog during a December 2011 expedition to the Bururi Forest Reserve. It was on their fifth night in the forest that Blackburn heard a frog call; they had hoped it would do so like its closest living relative in Cameroon. [ Mug Shots: 10 Lost Amphibians ]

"I thought I heard the call and walked toward it, then waited," Blackburn said. "In a tremendous stroke of luck, I casually moved aside some grass and the frog was just sitting there on a log."

The frogs seem to have chosen for their habitat an intriguing spot, at least for geologists, as Burundi borders the vast Congo River Basin, the Great Rift Valley (a 6,000-mile crack in the Earth's crust) and Lake Tanganyika, the world's second-largest freshwater lake.

Though the researchers aren't sure how many of the tiny frogs of this species live in the geologic haven, the multiple calls they heard suggest a good-size group. "At this point, we don't have an idea of the size of this population, though I would say that we easily heard dozens of calling males in the tiny bit of stream (only one small part of a very large forest) where we found this animal," Blackburn told LiveScience in an email.

The frog specimen now resides in the herpetology collection at the California Academy of Sciences; the researchers say they can use it for genetic studies to figure out how long C. cyaneospila and its relatives in Cameroon have been genetically isolated from each other.

Blackburn and Greenbaum have also found dozens of other amphibians in Burundi, many of which had never been identified in the country. They also discovered some "new" species that had yet to be identified.

"Because Burundi is poorly explored, we've probably doubled the number of amphibian species known from the country," Greenbaum said in a statement. "Once we demonstrate that Burundi contains rare and endemic species, we can work with the local community to make a strong case for preserving their remaining natural habitats."

DEP-ED to issue permanent student IDs

Education secretary Armin LuistroEducation secretary Armin Luistro

MANILA, Philippines - The Department of Education (DepEd) will be issuing a permanent ID number to all elementary and high students to monitor the nationwide participation rate in these levels.

In a forum with businessmen Wednesday, March 28, Education Secretary Armin Luistro said that they plan to issue "unique learner reference numbers" to all students in elementary and high school. This will cover public and private schools.

Each reference number will serve as a permanent ID number which the student will use until he or she finishes high school.

Luistro explained that this will help DepEd track the overall participation rate of students in the country.

Based on indicators presented by the education department, participation rate increased in elementary from 89.43% in 2009 to 89.89% in 2010, and decreased in high school from 61.26% in 2010 to 59.86% in 2011.

data from the Department of Educationdata from the Department of Education

However, these figures do not include students who transferred to another school or to an informal learning program offered by Deped.

"While these figures are rather validated, I felt not very happy with the figures because we could not really pinpoint in a per student level where they actually are," Luistro said.

Tracking them

With each student having his own "unique learner reference number," the department can now track which school a student goes to each year. Luistro said that these numbers will help include all students as DepEd measures the participation rate.

"[With this number,] it's more valid to track where a student actually go. I think it's a better tracker for our participation rate," Luistro said.

Luistro said that Deped should be able to work on this student number system by next year.

Start with kindergarten

But before monitoring the participation rate in elementary and high school, Deped said that they will first study kindergarten attendance.

DepEd implemented the initial stage of its K to 12 program in 2011, where all children aged 5 were required to attend kindergarten. Starting June 2012, kindergarten education was made a prerequisite for admission to Grade 1.

Although participation rate in kinder spiked at 92% in 2011, DepEd is still worried about the 8% gap. This means that children covered by the 8% rate will not be able to attend Grade 1 when classes open in June.

data from the Department of Educationdata from the Department of Education

Hence, Deped will strictly implement summer classes for children who missed kindergarten last school year. "This is one of the most important element to ensure that children go to grade 1," Luistro said.

The education secretary added that they are currently working with all barangay officials to locate children who need to attend the kindergarten summer class.

Funding

With all these initiatives, the education department wishes to sustain all these by having a higher budget.

The department got P238.8-B budget for 2012, which amounts to 2.3% of the total gross domestic product (GDP). This allocation is higher compared to 2011's P207-B budget, or 2.1% of GDP.

data from the Department of Educationdata from the Department of Education

Luistro narrated that the education budget once reached its peak in 1999 (3.2% of GDP), and he wished to have it back at that track. "If we achieve that 3.2% again, we can do so much for the education sector," he said.

Luistro recommended tapping the support of local government units, particularly the special education fund provided to them. "That is something that can be studied carefully," he said. - Rappler.com

(AP) ? It was barely 4 a.m. when 19-year-old Rinkal Kumari disappeared from her home in a small village in Pakistan's southern Sindh province. When her parents awoke they found only her slippers and a scarf outside the door.

A few hours later her father got a call telling him his daughter, a Hindu, had converted to Islam to marry a Muslim boy.

Only days later, Seema Bibi, a Christian woman in the province of Punjab, was kidnapped along with her four children after her husband couldn't repay a loan to a large landlord. Within hours, her husband was told his wife had converted to Islam and wouldn't be coming home. Seema Bibi escaped, fled the village and has gone underground with her husband and children.

Hindu and Christian representatives say forced conversions to Islam have become the latest weapon of Islamic extremists in what they call a growing campaign against Pakistan's religious minorities, on top of assassinations and mob intimidation of houses of worship. The groups are increasingly wondering if they still have a place in Pakistan.

"It is a conspiracy that Hindus and Christians and other minorities should leave Pakistan," says Amar Lal, the lawyer representing Kumari in the Supreme Court. "As a minority, we feel more and more insecure. It is getting worse day by day."

In the last four months, Lal said, 51 Hindu girls have been forcibly converted to Islam in southern Sindh province, where most of Pakistan's minority Hindu population lives. After Kumari disappeared from her home on Feb. 24, Azra Fazal Pachuho, a lawmaker and the sister of Pakistan's President Asif Ali Zardari, told Parliament that Hindus in southern Sindh were under attack by Islamic extremists.

Kumari's family has gone to the Supreme Court to get their daughter back. But the case is hotly contested by the Muslim family, who say Kumari's conversion was voluntary. They say the couple had known each other and exchanged Facebook messages and phone calls before she converted and they married.

On Monday, the Supreme Court ordered Kumari kept in a women's shelter in southern Karachi until it resumes hearing the case on April 18.

"Christian and Hindu girls are targeted more and more," says Father Emmanuel Yousaf, who heads the National Commission for Justice and Peace, an organization born out of the Catholic Bishop's Conference.

Yousaf, in the Punjabi capital of Lahore, said his group was helping Seema Bibi and a number of other Christians who had to leave their villages because of threats from extremists. Some of them were girls who were forcibly converted and others, he said, were falsely accused of acting against Islam for allegedly insulting the Prophet Muhammad or abusing the Quran.

There are dozens of cases of minorities being accused of insulting Islam under the country's controversial blasphemy laws. Often the cases are rooted in disputes with Muslim neighbors or as coercion to convert, and judges often feel intimidated by extremists into convicting accused blasphemers, said Yousaf. "They know where you live and where your children go to school," he said.

Roughly five percent of Pakistan's 180 million people belong to minority religions, which include Hindu, Christian, Shiite Muslims and Ahmadis, according to the CIA World Factbook. Ahmadis are reviled by mainstream Muslims as heretics. Over recent years, violence against the minorities has increased, as Islamic hard-liners' influence over the country has strengthened.

In May 2010 gunmen rampaged through an Ahmadi place of worship in Lahore, killing 93. In February this year, gunmen stopped four buses in northern Pakistan, picked out those with Shiite-sounding names and shot them to death, killing 18. Last year, a provincial governor who criticized the blasphemy laws was killed by his own bodyguard, and the government's only Christian Cabinet minister ? also an opponent of the laws ? was gunned down by militants.

"In Pakistan one's religious faith, or lack of one, has become sufficient to warrant execution and murder," Pervez Hoodbhoy, a physicist and peace activist wrote in a column earlier this month. "The killers do their job fearlessly and frequently."

The violence has cowed Pakistan's liberals and frightens even many Muslims.

"Extremism is a problem that is not just targeting the minorities. It is now a general problem in our society," said Ijaz Haider, whose Jinnah Institute's website carries an Extremism Watch documenting cases of attacks and intimidation by militants. "The liberal mindset has had a severe setback and the government has no strategy. It tries to do damage control, and damage control is to placate these groups."

Critics say the government is too afraid and weak to respond or in some cases is even complicit as it panders to extremist groups for votes.

A report released last week by Yousaf's justice and peace commission laid out a series of grim statistics about minority women in Pakistan. The study surveyed 1,000 women, three-quarters of whom said they had been sexually harassed at the workplace, discriminated against in schools or pressed by teachers to convert to Islam.

Yet they rarely complained. "They sense security in being silent as disclosing it might bring shame on themselves and their family," the report said.

Mohyuddin Ahmad, the information secretary for the Punjab Provincial government, says politicians and police are afraid.

"If you are killed by a terrorist, no one will come for condolences," he said.

Even incremental steps have to be taken slowly and silently so as not to ignite a firestorm by extremists, said Ahmad.

The provincial government has quietly sought to increase women's participation in the work force, he said. It requires that a third of the members on government corporations and boards be women; all government offices must have day care centers; 15 percent of all government jobs have to go to women; free land given to the poor is shared 50/50 by husband and wife; and acid throwing on a woman is now a terrorist act.

But incessant bickering among political parties, the judiciary, federal government and army have worked in extremists' favor of extremists, Ahmad said.

"The provincial governments and the federal government know they are the scum of the earth but we don't agree on strategy," said Ahmad. "We have no unity of command."
